Umpire is a term borrowed from cricket. Umpires in sailing, like in cricket, pass judgeIn match racing Umpires in their power boats follow sail boats (one display yellow and the other blue flag), and concentrate on their maneuvering. Sailboats and Umpires communicate with flags.
Sailboat believing a rule is broken requests Umpire's ruling by displaying flag (protesting). Umpires answer to such request by whistling and displaying flag: green and white if there is no infringement, blue if blue boat is penalized or yellow if yellow boat is penalized.

Penalty is tacking if sailing downwind or gybing if sailing upwind and sailboat can delay taking it until it believes it is best for her. Sailboat can protest by displaying red flag if it believes that omission of the race committee prejudiced her position. Umpires use red flag when they want to impose an immediate penalty in cases when sailboat gained control over the other boat by breaking a rule. Black flag is also at Umpires' disposition and is used for immediate disqualification when sailboat owns more then two penalty, has deliberately broke rule or committed a breach of sportsmanship. Umpires' decisions in match race allow results to be known instantly at the end of the match.
